The Scout Program

PART I. AIM AND PURPOSE
In order to develop and maintain a uniform understanding of what Scouting is, its aims and purposes and the elements essential to making its aims and purposes effective, all Scouters and other Leaders, and especially all who conduct training courses for Scout Leaders, shall emphasize:
First: That Scouting is a game.
Second: That the aim and purpose of the Boy Scouts of America as set forth in Article II of the Constitution is character-building and citizenship-training by developing, training and making available through organization, leadership[ which capitalizes boys' desires to be Scouts and makes it possible for them to engage in Scouting activities as a game.
Third: That the essential elements in the boy Scout program are the Scout Oath and Law and the Ideals of Service resulting in the practice of the Daily Good Turn and organized service for others. All Scout activities should be regarded as a means of making ideals effective.
In all training work, the following outline should be made available.
First: The Program Aim and Purpose is character-building and citizenship-training.
Second: Essential elements in the Program are:
1. The Boy -- Individual
Patrol
Troop
2. Leadership -- Trained Volunteer
3. Activity -- Achievement with Recognition
4. Organization -- Institutional
Local
Regional
National
International
5. Scout Oath and Law--Ideals of Service.
PART II. METHOD
A. The Program of the Boy Scouts of America shall be carried out through the organization of boys in groups as provided in Article XI, Section 1, of these By-Laws, under the leadership of a man clean, virile, and of high moral character, to be known as the Scoutmaster. Under the conditions set forth in Article X, Section 5, of the By-Laws, a boy may be enrolled as a Lone Scout. Only boys who have passed the twelfth anniversary of their birthday shall be eligible to membership as Scouts.
B. The Sea Scout Program of the Boy Scouts of America is a specialized form of the Scout Program as approved by the National Executive Board and published in the official Sea Scout Manual. It shall be carried out through the organization of boys fifteen years of age and over in Sea Scout Ships or Patrols as provided in Article XI, Section 1, of the By-Laws.
C. The Program of the Cub Section of the Boy Scouts of America shall be as approved by the National Executive Board and published in the Official Cub Handbooks. It shall be carried out by the organization of boys in Cub Packs as provided in Article XI, Section 1, of these By-Laws. Boys from nine to eleven years of age inclusive (under twelve) may be enrolled as Cubs under the conditions as set forth in Article X, Section 8, of the By-Laws.
