PART 9 – MISCELLANEOUS

 

EMBLEMS

 

1. No emblem may be worn on the uniform unless approved by State Council; nor should any use of the name of this Association, or any related derivative, be incorporated into any manufactured item, for sale or otherwise, unless approved by the State Council.

 

2. The use of any Association emblem or any related derivative is restricted to use as defined by SHQ, and may not be reproduced without the permission of the State Council in writing.

 

3. Group flashes must be green with gold lettering and include the Association title e.g. "115th Knutsford”.  This is to avoid confusion with other American Scouting Associations.

 

4. Youth badges from other Scouting Associations may not be worn on the youth member uniform.  This includes proficiency badges.

 

FLAGS

 

2.      Youth member can use any of the following flags:

 

A). The American National Flag.

 

B). Appropriate State Flag.

 

            C). District Flags.

 

D). Youth member flags bearing the Scouting insignia and name of the Group.

 

E). Pack or Patrol flags.

 

6. If flags are dedicated, they must be treated with the greatest of reverence at all times.  Groups are advised to consider this carefully before undertaking the charge of dedicated flags.

 

7. When large flags are carried, the flagpole should either be sloped over the right shoulder, the flag gathered in, or when marching past, held vertical in the carrier, the flag flying free.

 

8. The flags described in Article 5 will be lowered to the President, The Governor, Lieutenant Governors, Foreign Monarchs and Presidents of Republics, or in church services, during the blessing.

 

A). Such flags will not be lowered during the playing of the National Anthem.

 

B). Such flags will only be lowered to Heads of Scout Associations when they are included with the American Flag.

 

HITCH-HIKING

 

9. Hitch-hiking by youth member and Leaders is strictly prohibited.

 

HIKING ON ROADS

 

10. Parties of youth members hiking on roads must have responsible traffic pickets at the head and rear.

 

A). Such pickets at night must show a white light to the front and a red light to the rear, both visible from a reasonable distance, to be carried on the road side of the column.

 

B). All persons concerned hiking at night or during times of bad visibility should either be wearing a reflective vest or wearing something bright in color.

 

            C).  When hiking on roads, the Patrol or Troop should be on the left hand side of the road, facing on-coming traffic, at all times.

 

MOURNING

 

11. Mourning for all members of the Association in uniform is a 50mm black crepe band worn round the left arm above the elbow.  The SC shall approve the period of mourning according to situation.

 

SALUTES

 

12. Salutes are given on the following occasions when in full uniform:

 

A). As a greeting, youth members, Leaders, persons holding Honorary rank, meeting for the first time in the day should salute each other.  The first to see the other should be the first to salute, irrespective of role.

 

B). As a token of respect.  At the hoisting of the National Flag, at the playing of the National Anthem, to uncased colors, to youth member flags other than Patrol flags, and to funerals.

 

C). The Scout sign is given as a salute when a youth member or Leader is not wearing headdress, and during the making of, or re-affirming the Scout Promise.

 

D). On all parades of a public nature, other than in church, the Leader calls the youth members to the alert and alone salutes.

 

E). In church a youth member or Leader simply comes to the alert as a salute.

 

 

 

 

SHOOTING

 

13. Youth members, Senior youth members, Rovers and Leaders may take part in organized range shooting practice under the following conditions:

 

A). The range to be used is approved by the Dominion of The United States Rifle Association, the Department of National Defense, or the State Fire Arms Inspector.

 

B). That all current Federal firearms laws are followed.

 

C). That the shooting takes place under the supervision of a competent Range Master who will ensure rules are strictly adhered to.

 

D). Parental permission is required in writing.

 

 

PROPERTY

 

14. No Group may own / lease or control real estate property.  District Councils may own, lease or control real estate property but only for use as Camps.  If the camp is to be used by non–members, proof of insurance is required and the Group must sign an insurance waiver.

 

15. Sponsors of Groups may own / lease property; however, not in the name of the Group.

 

THEATRES

 

16. Youth members in uniform are not allowed to appear on the stages of theatres in public performances other than their own without the permission of the DC and respective Council.

 

TOTEM POLES

 

17. A TimberWolf Pack is entitled to carry a Totem Pole.

 

SPECIAL NEEDS YOUTH MEMBERS

 

18. Special Needs youth members are youth members who are defined as being physically or developmentally challenged.  They may certainly become youth members in the Association.  Special Needs youth members may choose to form their own Group under the sponsorship of a Children’s Hospital.

 

 

SUPPORTERS BADGE

 

19. Persons who are not Leaders or holders of Honorary rank, but are supporters of the Association may wear a miniature Association lapel badge.  The possession of this badge does not itself constitute membership in the BPSA of B.C, nor the Scout Movement in general.
