MEMBERSHIP 3. The organization is open to American Citizens, Landed Immigrants, and citizens of other Countries A). Foreign subjects may be admitted as members, subject to the approval of the SC, and will then make or re-affirm the Scout Promise in the following form: On my honor I promise to do my best - To do my duty to God, and to the
country in which I am domiciled, To help other people at all times; To obey the Scout law. A). Youth members who belong to a registered Group or themselves registered as a Lone youth member. C). Persons holding Honorary rank. 6. Adult membership requires a combination of: A). Submission of a completed Adult Registration Application and membership fee C). Receipt of a current Police Record Check by the SC. EXTERNAL RELATIONS 9. This Association is a member of the World Federation of Independent Scouts (WFIS). 10. This Association seeks to establish a federation of state Independent Scouting associations. 11. Blank STATE COUNCIL 13. The
boundaries
of State Council correspond directly with those of
this state. 14.
Membership of State Council consists of: A).
The SC whose appointment is approved by the State Council for a period of 3
years. B). The State Secretary, Badge Secretary, State Trainer, & State Treasurer. C). Representatives of District Councils where applicable 15. The
duties and powers of the State Council are: A).
To promote the welfare of this Association within your state. B).
To advise the SC on the administration in the Council area. C).
To raise and control funds of the Council.
E). To promote the organization and effective
operation of, Districts, and Groups on the terms laid down in the rules and in
the By-Laws of the Council. H).
To make By-Laws for the State Council as required. I).
To keep the WFIS-NA informed, of progress, or lack thereof, within the State. 16.
Blank. A). To supervise the activities of all appointments within the State. C). To approve all recommendations for Honors and Awards. D). To encourage the training of Leaders. E). To supervise, directly, or indirectly, all camping in the State. If the State Council and the State Commissioner cannot agree on the interpretation or application of policy, the question must be referred to the Federation Council whose decision is final. 18. The State Council on the recommendation of the State Commissioner appoints Assistant State Commissioners (ASC). These appointments are made for the assistance of the State Commissioner in the following ways: A). For general duty over the entire State. B). For general duty in a specific area. C). For special duties, e.g. ASC Training, ASC Seafarers, ASC Rovers, ASC Air Troops etc. In the absence of the State Commissioner, the Assistant to the State Commissioner shall act on his behalf. DISTRICT COUNCILS 19. A State Council may designate any part of the territory under its jurisdiction as a District and shall define its boundaries. 20. A State Council may establish a District Council and shall approve: C). The representation on the State Council. D). The duties and powers of the Council. Where a District is created without a Council, the District shall be under the responsibility of the ASC, who shall serve as a deputy to the SC in all matters pertaining to that District. 21. Blank. 22. District Councils shall consist of the following Leaders: B). District Treasurer D). Others as deemed necessary (e.g. Training) 23. The District Council has the same duties and powers as the State Council in their area of jurisdiction, with the following additional duties: B). To recommend Leaders for appointments and Groups for Charters. C). To interpret to the next senior Council the needs of the Groups within its area. 24. The District Commissioner is appointed by the SC on the recommendations of the District Council. The Commissioner acts under the SC and is a member of the State Council. The Commissioner has equivalent duties and powers as the SC within the area of jurisdiction. CORRESPONDENCE 26. It is the desire of SHQ that correspondence be reduced as much as possible. 27. Normally, the State Commissioner should deal with international correspondence. 28. All communications sent to SHQ are to be addressed to the State Secretary. 29. All correspondence will normally follow the lines indicated by the volunteer chart, except where otherwise directed or in special cases or matters of extreme urgency. 31. No member of the Association may: -express
opinions in the public press on any matter of Association policy or principle, -be
concerned in any radio or television broadcast referring or relating to this
Association that conflicts with our Law and Promise, -convey
the impression as having the approval of State HQ without the previous approval
of State HQ. CHARTERS 32. (Blank)
33. The State Council grants charters to District Councils. Charters so granted give that Council jurisdiction in accordance within boundaries specified by the Council under whose jurisdiction they operate. Granted Charters may be revoked for cause. |
